The FCIL-SIS serves as a forum for the exchange of ideas and information on foreign, comparative, and international law and legal research. The SIS also represents members' interests and concerns within ÌÇÐÄÊÓÆµ.

Congratulations to Rabia Bashir, Recipient of the 2025 FCIL-SIS Schaffer Grant for Foreign Law Librarians
Ms. Rabia Bashir is the Assistant Librarian at the Law and Parliamentary Affairs Department for the Government of Punjab in Lahore, Pakistan. In her position, Rabia manages all aspects of law library operations, including archives, gazette organization, cataloging, reference, collection development, and reference query management. She is well-versed in conducting searches of legal information resources to ensure user satisfaction and serves as a liaison with law enforcement officers to verify the authenticity of legal information.
Rabia has 10 years of experience (8 years in law libraries) working in academic, public, and government libraries. She is a graduate of the Institute of Information Management, University of the Punjab, Lahore, with two Master’s degrees in both Political Science and Library & Information Science. She also holds a Master's degree in Philosophy focusing on International Relations from the University of Central Punjab, Lahore.
The FCIL-SIS welcomes all ÌÇÐÄÊÓÆµ attendees to Rabia’s presentation on the Evolution of Law Librarianship in Pakistan from the Colonial Age to the Present Time of AI at the 2026 Annual Meeting in Cleveland, Ohio.

Congratulations to Judy Wairimu Ng'ang'a, Recipient of the 2024 FCIL-SIS Schaffer Grant for Foreign Law Librarians
Ms. Judy Wairimu Ng'ang'a is the Senior Library Assistant - Systems at the in Nairobi, Kenya. In her position, Ms. Ng'ang'a manages, maintains, and supports the library's electronic resources and information management systems including its security, discovery tools, and institutional repositories, and works closely with library staff and information professionals to ensure its users have the resources, training, and support they need to fulfill the school's academic mission.
Ms. Ng'ang'a has over 10 years of experience working in academic libraries and a background in library science and information technology, including a Master of Science in Information Science from Kenya Methodist University, a Bachelor of Science Degree in Information Technology from KCA University, and a Diploma in Library and Information Studies from Kenya Technical Teachers College, all in Nairobi, Kenya. She is also an active member of the Kenya Library Association and Kenya Library and Information Services Consortium.
The FCIL-SIS welcomes all ÌÇÐÄÊÓÆµ attendees to Ms. Ng’ang’a’s webinar presentation on Effective Strategies for E-Resource Management in Academic Law Libraries: A Kenyan Perspective on June 26, 2025 (presentation slidesÌý´¥Ìý).

Our members are busy at work, engaged in a variety of interesting projects. FCIL-SIS Strategic Plan 2022-2025 has been posted. Our Continuing Education Committee has partnered with other ÌÇÐÄÊÓÆµ members and groups, invited interesting speakers, and engaged our membership via a range of webinars throughout the year. CONSIDER VOLUNTEERING
The FCIL-SIS has a vibrant volunteer base, offering opportunities through many interest groups and committees. Please reach out to the Appointments Committee if you are interested in getting involved. We are currently looking for volunteers who would be interested in a variety of projects, including, but not limited to, updating the FCIL-SIS Brochure, filling the vacant interest group and committees’ positions within FCIL, being interested in joining the team that will update the History portion of our website to mark and celebrate the 40th anniversary of our SIS, and more.
